Remote Test and Telephone Approach Test (2020)

Due to adjustments in strategic processes for the census operation that are considered essential for methodological definition of the 2022 Population Census, the IBGE has decided to conduct a Telephone Approach Test.

The main objective of the tests is to improve the census operation while the pandemic prevented the conduction of field tests. The entire strategy has been conceived to avoid face-to-face interviews or people crowding during training activities.

In order to fulfill most possible objectives, two groups were assigned to carry out the test: group 1, interviewing respondents by telephone taking as a reference the household samples of the IBGE records and external records as well, and group 2, simulating the filling out of interviews for equipment and system testing.

Group 1 had as its main objective to investigate how viable it is to have data collected by telephone in the 2022 Population Census as an alternative for enumerators when it is not possible to conduct the interview face-to-face. Interviews were conducted by enumerators from November 3 to December 4, 2020. Click here to see the list of municipalities where they took place.

Group 2 had to evaluate the functioning of equipment and systems, figures in reports, data transmission and other functionalities, considering the limitations imposed by social distancing due to the coronavirus pandemic. This evaluation had a simulated field test conducted remotely so as to allow evaluation of different steps of the census operation, such as: surrounding survey collection, data collection (by means of a Mobile Data Collection Device - DCM and the Internet), supervision, help from the Census Support Center - CAC and Post-Enumeration Survey - PPE.
