National Test (2021)
After carrying out the test on the island of Paquetá (RJ), advancing in the preparatory work for the Census, the IBGE started the second phase of tests. This time, the initiative was more comprehensive and all Federation Units participated.
The tests took place in November and part of December 2021, advancing into January 2022 up to the middle of February in some specific cases. Collection was carried out both in capital neighborhoods – such as Minas Brasil in Belo Horizonte (MG), Laguinho in Macapá (AP) and Amaralina in Salvador (BA) – and in more remote areas – such as the riverside community of Novo Remanso, 200 km from Manaus (AM), or the municipality of Tigrinhos, a nine-hour drive from Florianópolis (SC).
The collection was also planned in sectors such as Quilombola Communities and Indigenous Lands, where IBGE was able to test and validate specific procedures and protocols for these peoples, with specific methods of approach and differentiated health protocols, in addition to opening specific questions in the questionnaires for these populations. The Indigenous village questionnaire was also tested, being applied exclusively to Indigenous leaders.
Data collection was also carried out in sectors of Subnormal Agglomerates, locations where the issue of urban planning and the situation of public security are an even greater challenge than in other sectors. Therefore, in addition to all the processes already planned for the other locations, in these sectors, the IBGE tested the previous approach to the local representations of these communities in order to raise awareness and prepare for the operation to be carried out.
As it has a national reach, the operation allowed the engagement of all local coordination teams for the management of the Census, making it possible to use all monitoring systems and to familiarize the teams with the various monitoring and collection control tools.
The operation covered all stages of preparation and implementation, such as: two-phase training, a remote and a face-to-face one; collection of urbanistic information of household surroundings; collection of questionnaires using a mixed-approach model that includes in-person, telephone and internet data collection; carrying out procedures for supervising the work of enumerators and, finally, carrying out the Post-Enumeration Survey (PPE) in a subsample of the tested areas. The PPE is an independent survey whose purpose is to produce indicators on the operation quality and coverage.
The operation encompassed all stages of preparation and implementation, such as: training, with a remote stage and an in-person stage; collection of urbanistic information about the household surroundings; collection of questionnaires using the mixed approach mode, including face-to-face, telephone and internet data collection; performance of quality verification procedures by enumerators' supervisors (supervision). In addition, the Post-Enumeration Survey (PPE) was carried out in a subsample of the tested sectors. The PPE is an independent survey and aims at producing indicators of quality and coverage of the operation.
The main objectives of the Equipment and Systems Approval Test, therefore, were to reinforce the aspects evaluated in Paquetá, this time in all Federation Units:
- Mobilize and provide greater preparation for the 2022 operation, focusing on the use of census equipment and systems in all IBGE State Branches;
- Raise society's awareness of the carrying out the Population Census in 2022;
- Retest the mixed data collection mode, including face-to-face, telephone and Internet approaches;
- Test in the field the adoption of health safety protocols during the operation, due to the Covid-19 pandemic;
- Provide elements for the development of the Population Census Dissemination Process, among others.
It should be noted that the IBGE enumerators worked in accordance with the health protocols established due to the Covid-19 pandemic, wearing adequate protective equipment, in order to preserve and protect all those involved in the operation, including respondents as well.
