Working in partnership, IBGE and Cufa seek expansion of Census coverage in undertow areas in Macapá

The IBGE and Central Única das Favelas (Cufa) in Amapá have established a partnership with the objective of reducing the percentage of housing units thathave not yet answered the 2022 Census in subnormal clusters, usually called favelas, communities, villages, slums in deep valleys or stilt houses. 

By area, natural environments where most of these dwellings are located are called "undertow areas". In summary, these are moist areas connected to a watercourse of many ecological and cultural functions such as drainage of rainwater, climatic control, recreation and tourism, among others (see the publication on the link).

The action took place in April, in the subnormal cluster " Carlos Almeida de Souza", in Jardim Felicidade neighborhood, located in the North Zone of Macapá. Cufa appointed a guide who lives in the area to accompany the IBGE enumerator during the interviews yet to be conducted in the community.

Omar da Silva, Cufa volunteer taking part in the action, says that Census data are essential for the elaboration of activities conducted by Cufa in the state outskirts. 

“This partnership is important because it will be possible to estimate how many persons live in the outskirts of Amapá. Based on the 2022 Census data, Cufa will reappraise its cultural, social and entrepreneurial actions implemented in the state,” he added.

According to Joel Lima, head of the IBGE's Information Dissemination Department, the partnership is intended to increase the proportion of housing units enumerated in the subnormal cluster.

"There are a total of 152 doccupied housing units in this subnormal cluster, among which 13 had not been interviewed, which represented 8% of the incomplete enumeration area. The IBGE target is a figure below 5%.” 

The partnership between IBGE and Cufa Amapá is an unfolding of the National Mobilization Day of March 25th, in order to reduce the percentage of housing units not taking part in the Census of subnormal clusters all over the country.
