Disk Census supports conclusion of enumeration in Ceará

Having started in Ceará on December 19, Disk Census is now in the final stage, as well as the 2022 Population Census. The service, which will be extended until February 20, has streamlined the conclusion of the census operation, as well as it has guaranteed the coverage and quality of the data collection in the municipalities of the state.

Hitting every public through any means

Since the introduction of Disk Census in the state, the IBGE State Superintendence (SES-CE) has disseminated the service in every frontline. From press stories to distribution of leaflets, the number 137 has been announced as another option to reach those people who, for any reason, have not been interviewed by the enumerators in the regular data collection of the Population Census.

“The IBGE introduced Disk Census for those who were absent or refused to answer. If the housing unit has been already georeferenced, it is possible to make the interview through telephone,” explained Francisco Lopes, the IBGE Superintendent in Ceará, on a live interview of the Condomínios show, transmitted by Jangadeiro Band News radio station in Fortaleza.

The participation was on January 17, invited by the President of the Association of Condominium Administrators of Ceará (ADCONCE), Marcus Melo, who presents the show with journalist Kamilla Vasconcelos. At that opportunity, the enumeration through Disk Census was presented as a new feature, focused on the public who lives in condominiums.

On February 6, another dissemination action of Disk Census was made, now in the State School of Professional Education Maria Ângela da Silveira Borges. Hosted by the Director of the education unit, Mary Vânia Teixeira Praciano, and by the other pedagogical coordinators, the Census Area Coordinators in Fortaleza, Theo Levi Sales and João Batista Canário, handed over the dissemination material to be distributed among students and teachers.

The idea of going to public and private schools, originally conceived by the Census Technical Coordinator in Ceará, Ana Eugênia Ribeiro, aims at raising awareness in students and, as a consequence, in their families on the importance that the entire population is enumerated. Fortaleza and other municipalities in the metropolitan area are the major targets, since their data collection is still underway and they register refusal and absence rates above the state average.

“We are sure that this endeavor will bring more excellence to the actions we make to best portray Brazil, bringing more security that, once again, the IBGE met its institutional role,” assures coordinator Sales. The perspective is that more schools are visited by the team up to the conclusion of Disk Census.

Disk Census is a utility service made available by the Brazilian National Telecommunications Agency (Anatel). By means of a free call to number 137, those living in households where the Census questionnaire has not been responded can inform that situation to the IBGE. A call center receives the calls and checks in the database whether that household has not been enumerated yet. After the confirmation, the demand is delivered to the IBGE Superintendence in each state, which will make the enumeration, either face-to-face or through telephone. It is important to remind that, when calling Disk Census, residents should certify that nobody at their homes answered the questionnaire. It is because the Census methodology expects only one questionnaire per household, not being necessary to interview every resident.

On December 19, Ceará was included among the Federation Units attended by the Disk Census service. Nearly 40 municipalities in the state were initially attended, those whose census coverage had been completed. The service is being gradually extended, according to the progress of the data collection in each locality.

On January 6, Disk Census was made available for all the municipalities in Ceará. Therefore, both the 179 municipalities in which all the households had been visited and the other five municipalities whose data collection is still underway are being attended: Caucaia, Maracanaú, Sobral, Juazeiro do Norte and the capital Fortaleza. In these five municipalities, which are the most populated in the state, all the enumeration areas should be covered until the end of February.

On January 27, the remote interview was authorized as well. In this case, residents who called Disk Census are contacted by the IBGE team in his state and the questionnaire will be filled through the telephone. Those housing units not yet enumerated but already georeferenced are included, i.e., those whose geographic localization has already been registered by the IBGE.
