With an initiative in a fancy area of Fortaleza-CE, Census campaign aims at the reluctant population

Two months after the start of household data collection, the IBGE promoted, last Saturday (8) the 2022 Population Census National Mobilization and Dissemination Day. In many capitals of the country there were dissemination events in areas with a big flow of persons, such as beaches, parks and shopping malls. All these actions were promoted with the same objective: to raise awareness about the importance of the Census operation, as well as to engage the population in the Census, so that they will receive the enumerator and answer the questionnaire.

In Fortaleza-CE, the event took place on the boardwalk of Beira-Mar Avenue, in front of club Náutico Atlético Cearense, in a fancy area of the capital. The place is often visited by residents of Fortaleza and tourists from all over Brazil. The IBGE State Superintendence in Ceará (SES/CE) invited to take part in the initiative permanent and temporary servants that work in the capital, who were wearing enumerators’ uniforms and engaged in speaking with passers-by. To help in this approach, SES/CE distributed leaflets and made audio announcements about the Census. Local means of communication were responsible for the press and media coverage.

On Monday (3), the IBGE had released the schedule of the household data collection phase of the 2022 Census, which started in August and now must be extended until the beginning of December. The main reasons that led to postponement were the lack of enumerators and the obstacle faced to administer the questionnaire in many housing units. The sectors with higher income ranges are those where, traditionally, resistance is more observed.

That is the case of neighborhoods that surround Beira Mar Avenue, in Fortaleza, which are among the enumeration areas in Ceará where the enumerators have faced most difficulties in contacting residents. With a refusal rate of 2.27% and an absence rate of 6.18% in the state, the SES/CE will try, in this second half of the census operation, to go back to those housing units that have not yet received the enumerator to complete the questionnaires that are left.

The technical coordinator of the 2022 Population Census in Ceará, Ana Eugênia Ribeiro, who cooperated with the organization considers that was a very fruitful initiative: “Our event was very successful. We are sure that, from now one, we will count on the participation and help of the population of Ceará at such an important moment, during the Census. We can also make sure that an enumerator will soon be visiting those housing units not yet visited, for sure.”
